The Situation
   In order to move forward, a project or opportunity needs to
bridge the gap between
separate knowledge and interests

The current approach is long cycles of meetings and communications in which information and consensus are gradually (and often incompletely and painfully) assembled.
The problem is:
the time and cost of the meetings,
the calendar time required to get to action,
the amount of rework that is generated, and
the risk that the project will lose support.
